Communities of city burghers created self-governing cities
as a result of the city burghers’ struggles with
sovereigns for cities’ rights and freedoms at first in
Western Europe from the 11th century to the 13th century,
and in Central Europe in the 13th and 14th centuries. The
self-governing city burgher communities were legally
separated from the state and received independence from the
noble class.
