In a joint communiqué published just before the NATO summit in Wales, they emphasized that such decisions are vital to deter Russia.

"We must use our military to ensure a persistent presence in eastern Europe, making clear to Russia that we will always uphold our Article 5 commitments to collective self-defense," Obama and Cameron said in a column published in The Times.

The US and British leaders also spoke in support of setting up international response forces, urging NATO Allies to raise their defense spending.

Additional NATO forces in Eastern Europe including the Baltic states will be agenda at the Alliance's summit kicking off in Wales on Thursday. Lithuania's representatives at the event include President Dalia Grybauskaitė and ministers of defense and foreign affairs.
