President Dalia Grybauskaitė has signed a decree to return the Metropolitan Concession Law to the Seimas for re-consideration.

The law adopted by the Seimas provides for exclusive legal regulations for a particular project on building a metropolitan rapid transit system.

According to the president, this law contradicts the Law on Concessions currently in effect, which may serve as a basis for the implementation of various private and public projects.

Based on the current legislative framework, there are no legal obstacles to implement the metropolitan project, while the adoption of the new law would lead to legal uncertainties.

According to the president, the adoption of the Metropolitan Concession Law would introduce a faulty practice when ambiguous means of cooperation between public and private sectors that contradict laws in effect are set for individual projects.
