Mr. Zingeris is the head of the delegation of the Parliamentary Assembly of the Council of Europe observing the elections in Ukraine. He is quoted by 15min.lt as saying that “despite numerous small violations, the nation is making its own decision, there are a lot of candidates and parties. It is staggering to see people calmly voting with party and social movement representatives observing. The election commissions are independent and people are really coming voluntarily.“

Ukraine is holding its first local elections after the fall of the regime of former President Viktor Yanukovych.

Ukrainian voters are electing 358 mayors from candidates put forward by 132 parties.
