Speaking to journalists shortly after arriving in Brussels for a meeting of the European Union's foreign ministers, who should discuss additional sanctions for a group of persons amid the war in eastern Ukraine, Linkevičius said that the situation there changed for the worse after the separatists organized a vote in the territories under their control and Russia's forces remain in the Ukrainian territory.

"We have to discuss what leverage we can use in order to continue pressure on Russia," the minister said in Brussels.

During the Monday's meeting, EU leaders are expected to expand the black list of individuals subjected to asset freezes and travel ban in the EU. However, many doubt that Europe will take additional economic sanctions on Moscow.

"It should be all variety of sanctions. Whether it is possible - I don't know, we will discuss. Targeted measures against individuals is a must," said Linkevičius.

The Foreign Affairs Council should also address efforts to combat the spread of the Ebola virus, the situation in the Balkans and the Middle East. This is the first meeting of EU ministers to be presided over by EU's new High Commissioner for Foreign Affairs and Security Policy Federica Mogherini of Italy.
