The Lithuanian inspection is held on the basis of the Vienna Document 1999 of the Organisation for Security and Cooperation in Europe. According to the provisions of the Vienna Document 1999, each party to the agreement is permitted to verify if another party state does not carry out military activities requiring prior notification or do not possess undeclared military capabilities.

The Vienna Document binds the participating states to provide updates about their armed forces, plans of defence capability development, and defence budgets on an annual basis, as well as to notify in advance on scheduled military activities. According to the aforementioned agreement, the participating states are also bound to accept a designated number of military inspections from other participating nations in their territory.
