According to the press release, the Monday's statement is that "the EU association and free trade agreement with Ukraine is a bilateral agreement and that any revisions are only possible by mutual consent of both parties. With the statement, Ukraine is also urged to continue reforms and economic modernization".

Enforcement of the Ukraine-EU agreement was postponed in the wake of Russian pressure. Moscow maintains the document violates its economic interests and calls for changes to its content, otherwise pledging to take retaliatory steps.

Foreign Vice-Minister Rolandas Kriščiūnas, who represented Lithuania in Brussels, also suggested that the EU leaders have a thorough discussion of the Ukraine situation, according to the ministry.
