The document was Monday signed by board chairmen of the two universities, namely, ex-president Valdas Adamkus and Henrikas Algirdas Juskevičius, as well as rectors of both universities and heads of senates. Under the agreement, the schools commit to improving the quality of education, the potential of science and studies, improve international competition, consolidate human, infrastructure and financial resources.

"We are taking the step that shows in practice that we are walking side-by-side with life, that we care about the level of our education and that we are making every effort to retain it and improve it. (…) I am happy we can take the first step today and be the first ones to take it," said Adamkus.

Based in Vilnius, the Lithuanian University of Educational Sciences is expected to become the VDU Education Academy by 2018. VDU currently operates in Kaunas.

Lithuania's government currently plans restructuring the network of the higher education network. Prime Minister Saulius Skvernelis has said the country could have up to five universities, emphasizing it was not the final number.

Currently, Lithuania has 14 state universities and a few dozen colleges.
