The chief prosecutor of Vilnius Regional Prosecutor's Office cancelled the decision of a prosecutor from the Department for Criminal Prosecution not to initiate an investigation into incitement of terrorism. Conservative MP Arvydas Anušauskas had turned to prosecutors saying that calls on social media to go and support separatist fighters in east Ukraine might be construed as incitement of terrorism.

The previous decision was deemed unjustified and contradictory to laws.

In order to examine publicly available information and verify that the suspect's actions are not connected to terrorism, Vilnius Regional Prosecutor's Office launched a pre-trial investigation over instigation of terrorist offences, recruitment to carry out acts of terror and funding of terrorist activities.

On 2 June, an article titled "A Russian from Vilnius is Preparing to Fight for His Brothers in Donetsk" was published in one of Lithuania's online newspapers.

Member of Parliament Arvydas Anušauskas requested to assess the young man's activities that included fundraising for the separatist fighters, preparation for a journey to Donbas (Ukraine), surveillance of US soldiers and keeping in touch with terrorist supporters in Latvia.
