The Lithuanian parliament on Thursday endorsed a state university network optimization plan that calls for leaving less than half of the country's current 14 universities. The Seimas passed the resolution in a vote of 77 to 6 with 31 abstentions.

"Much time has been wasted and many lances have been broken over a non-decisive document," Conservative MP Jurgis Razma said, noting that a parliamentary resolution is not a law and, therefore, is not binding.

Under the plan, Lithuania should have one classical university offering a wide range of studies in Vilnius and Kaunas each. The two cities may also have specialized technological, health sciences and arts universities.

It is also proposed to keep regional university-level education and science centers in Klaipėda and Šiauliai. These centers could function as units of other universities.

The plan is called a compromise as specific instructions on how universities should be merged were removed from it after heated discussions in the Seimas and in academic communities.
