The Lithuanian parliament on Tuesday approved a conclusion by a special commission that calls for opening impeachment proceedings against Mindaugas Bastys, a member of the Social Democratic political group in the Seimas, over his ties with people working for the benefit of Russia.

The conclusion that there are grounds for initiating impeachment proceedings against Bastys for grossly breaching the oath and grossly violating the Constitution was endorsed in a vote of 92 to 13 with 17 abstentions.

The Seimas will take another vote on whether to formally launch the proceedings and turn to the Constitutional Court for its opinion on whether Bastys' specific actions listed in the findings of the special commission's probe run counter to the Constitution.

The lawmaker denies all allegations, describing the impeachment process as political retribution against him.

Bastys faces impeachment over his ties with certain individuals named in intelligence materials, including Yevgeny Kostin, who is seen as a representative of Rosatom, Piotr Voyeiko, a former KGB agent, Ernest Matskevich, a journalist of the Russian state channel RTR, Saturnas Dubininkas, who is said to be a former Kaunas mafia leader, and Vadim Pakhomov, a businessman suspected of illegal activity.

The Seimas has endorsed a conclusion by the parliament's Committee on National Security and Defense that Bastys acted against the interests of the Lithuanian state and that his ties with the individuals named by the State Security Department jeopardized national security
