Gintaras Skamaročius says he learned of the fact when tried to enter Russia's Kaliningrad region several weeks ago.

Skamaročius, chairman of public organization Nemuno Euroregionas and head of the Kristijonas Donelaitis Society, is implementing joint cultural and regional projects with areas of Poland, Belarus, southern Lithuania and Kaliningrad.

"I have always been received there normally, as a helping friend. We've had warm and genuine cooperation," the man said. "I have never shouted "Russian, get out of Kaliningrad" and have not incited hatred."
