At a meeting of the EU Foreign Affairs Council, Linkevičius "urged his colleagues to help Russian civil society, because human rights violations persist in Russia", the Foreign Ministry said in a press release.

"Therefore, the EU must come together and agree on the application of the so-called 'Magnitsky List' at European level," it said.

Lithuania drew up a blacklist of Russian officials after the parliament last November passed the so-called "Magnitsky Act". The law was named after Russian lawyer Sergei Magnitsky who died in a Russian prison in 2009 after uncovering a tax fraud scheme.

Based on the law, Lithuania has barred entry to a number of Russian nationals accused of human rights violations and money laundering.
