The main task of the Research, Innovation and Science Policy Experts group (RISE HL) is to draft recommendations for facilitating the European Union's growth through research and innovation.

"The newly-established advisory team has three tasks defined by the commissioner during the group's plenary – creation of policies of open science, open innovations and open know-how in Europe. Another task for the group is to establish a European innovations council to outline the financial support policies for innovation," Pavalkis told BNS.

Pavalkis, who has medical training and is a professor at the Lithuanian University of Health Sciences, served as education and science minister between 2012 and 2015.
