Other issues that the council will address are Bosnia and Herzegovina, Ebola, the Middle East peace process, the situation in the Gaza Strip and Libya.

It will be the first Foreign Affairs Council to be chaired by the new High Representative of the European Union for Foreign Affairs and Security Policy Federica Mogherini.

The meeting will discuss the Ukrainian parliamentary elections of 26 October and the illegitimate vote held by armed separatists in Luhansk and Donetsk on 2 November.

The ministers will discuss how the latest events will affect Minsk peace agreements. A question of widening the list of sanctions against Russia will also be raised. The council will talk about the tense security situation in Eastern Ukraine, the activities of the special mission of the Organisation for Security and Co-operation in Europe (OSCE) in Ukraine, the humanitarian situation, Ukraine's recovery plan for 2015-2017 and the impact of the EU support on reforms underway in Ukraine.
