"The essence of this matter is very clear. Before we submit our application, we need to approve a budget of how much of municipal funds we plan to spend. And that budget should be adequate so that we are able to win that competition," Kaunas Vice-Mayor Simonas Kairys said.

The money will be spent on the project over the span of several years between 2017 and 2022.

One or two European cities are named European Capitals of Culture each year, and Lithuania and Luxembourg have been given the right to take their picks in 2022. The final decision is due in 2017.

Klaipėda region, Panevėžys, Birštonas, Jonava and Druskininkai are also vying for the title.
