The parliament has opened debates into amendments to the Civil Code proposed by a group of the ruling Lithuanian Farmers and Greens Union and the opposition conservatives, which suggest that persons in cohabitation or have joint property could conclude contracts of joint operations. Under the draft, contracts could be concluded by all adult individuals living together, including persons of different or same genders, relatives, etc. The proposal is that such contract could be verbal or implied from the persons' actions, i.e., cohabitation and joint household, however, could also be provided in written form. Such persons could also receive information about the other person's health condition and be exempted of certain taxes.

The Justice Ministry, which drafted the government's conclusion, said that the institute of joint operations was not by character intended for regulation of cohabitation relationship, as such contracts are listed among forms of commercial cooperation.

LFGU MP Agnė Širinskienė, one of the persons behind the amendments, has emphasized that the contracts were not a way of partnership as a family relationship.

In her words, the amendments to the Civil Code to not

Partnership as a form of cohabitation without a registered marriage is envisaged in the 2001 Civil Code, however, the institute does not work in reality, as a special law has not been adopted.
