Energy expert Saulius Kutas believes that Lithuania doesn't pay enough attention to its energy security.

“In our state, not enough attention is paid to [nuclear energy security culture]. Some events have not demonstrated that we are advanced enough to present ourselves as an example,” said Kutas.

One example provided by Kutas was the internal unrest during the closing of the Ignalina nuclear power plant and the lack of civil involvement when it came to the advisory referendum on the topic.

Kutas told LRT that there have been three incidents that set back nuclear energy development but strengthened nations' focus on energy security: The Three Mile Island incident in Pennsylvania in 1979, the Chernobyl disaster in 1986, and the Fukushima disaster in 2011.

He said that these incidents have done much to strengthen the formation of a security culture around nuclear power plants that includes observation, public understanding and political culture.
